Background
Toowoomba Regional Council (TRC) has a vision for a sustainable and integrated transport system that supports livable communities (Toowoomba Region Sustainable Transport Strategy).
To achieve this, the provision of a connected network to encourage people to choose active transport is critical.
The study area for this particular project is identified as a Principal Cycle Route in the Department of Transport and Main Roads (TMR) Principal Cycle Network Plan.
This corridor will link the University of Southern Queensland (UniSQ) with Luck Street.
The project is jointly funded by Toowoomba Regional Council and the Queensland Government.
We asked comments in February for the concept design. The design has now progressed to the detailed design phase. This updated proposed design includes:
Stage 1
- Continuation of the on-road bicycle lanes from UniSQ Ring Road through to Platz Street (both directions)
- a shared path for cyclists and pedestrians from UniSQ Ring Road to Luck Street (on the northern side of the road)
- pedestrian refuge crossing for Baker Street at the Theiss Park crossing location
- extending the 40km/hr speed zone to Platz Street and changing it from a timed to full-time 40km/hr speed limit.
As part of this stage 1 design there will be priority crossings for active transport users with speed control devices at:
- UniSQ Ring Road entry (western entry point)
- Concannon College driveway entry point
- on Baker Street, between the existing bus stop and the proposed bus stop
- on Platz Street, at the intersection of Baker Street
- on Sanderson Street, at the intersection of Baker Street
- on Baker Street at the intersection of Luck Street.
Stage 2
The next stage of this project will include the design of the missing footpath connections on the southern side of the road, between Platz Street and Luck Street.
Baker Street Bus stop
The coordinated design of new bus stop on the southern side of Baker Street has also been updated to include a shared pedestrian and cyclist crossing between the bus stops. We sought feedback on the proposed design as part this second stage of consultation. However, construction funding and timing for this bus stop has not been confirmed at this point.
What are the next steps?
During October 2024, Council sought feedback on the project. Submissions closed 5 November 2024.
We thank the community for their contributions. We are currently reviewing the feedback which will be used to inform the next stage of design.

Future funding will also determine the construction timeframes for this project, which may occur in multiple stages over a number of years.
