Background
Toowoomba Regional Council is planning to make recreational improvements to Black Gully Linear Corridor Park in Newtown and Captain Cook Recreation Reserve in Wilsonton.
The project aims to encourage people of all ages and abilities to visit and stay longer in these areas.
Potential improvements may include features such as new shared pathways for walking and cycling, additional play/recreational opportunities, shade for playgrounds, improved picnic facilities, improved lighting and car parking and additional trees and landscaping.

It is important to remember that future improvement works to Black Gully Linear Corridor Park and Captain Cook Recreation Reserve can only be completed when capital funding is made available.
Final Black Gully Linear Corridor Park and Captain Cook Recreation Reserve upgrade master plan
The final master plans were developed using community feedback received from the previous three rounds of community consultation.
Based on community feedback and further investigations the final iteration includes changes to both master plans including:
- the future revegetation of Black Gully Creek/Spring
- additional tree canopy
- changes to the “indicative” Principal Cycleway Network (PCN) alignment through Black Gully Linear Corridor as per Department of Transport and Main Roads mapping (options analysis will be considered once funding is available)
- clubhouse renewal including asset planning for other built structures at Captain Cook Rec. Reserve
- additional sports lighting at Captain Cook Rec. Reserve
- additional future pedestrian crossings

Proposed change to Clearview Street Park dog off-leash area under Toowoomba Regional Council Local Law No. 2 (Animal Management)
Council may specify a designated area within a public place as an area where a dog isn’t required to be on a leash. This is known as a dog off-leash area
Under Toowoomba Regional Council Local Law No. 2 (Animal Management) 2011, section 11, Council has proposed to designate an additional area adjacent to the existing Clearview Street Park dog off-leash area in Black Gully Linear Corridor Park.
The proposed area would give dog owners an alternative area to train, socialise and exercise their pets off-leash.
Community feedback was considered, and Council endorsed the proposed changes on the 13th of November 2024.
