We're developing Carly Hibberd Park in Velodrome Drive, Kearneys Spring. The park is named in honour of elite Toowoomba cyclist the late Carly Hibberd.

The project aims to encourage people of all ages and abilities to visit and stay longer at the park. Potential improvements will include new features such as playgrounds, picnic facilities, walking and cycling paths, formalised parking and landscaping. The master plan for this park was endorsed by Council in July 2021. You can download and view the master plan below.

Please note, any future improvement works will be subject to available capital funding and Council priorities.

Proposed dog off-leash area - have your say

We're proposing to provide the community with a fenced, designated dog-off leash area in Carly Hibberd Park. The proposed area would give dog owners a place to train, socialise and exercise their pets off-leash. Please view the map below to see the proposed location (click to download).

During December the community was provided an opportunity to provide feedback on the proposal. Feedback will be considered by Council from early 2022. Further information will be provided on this page in the coming months, so please stay tuned.

If endorsed, the area will be appropriately signed to indicate the designated dog off-leash area and rules for use of this area.

Note: All dogs must be on a leash in public areas (except in designated dog off-leash areas). Visit the TRC website to find out more about responsible pet ownership and existing dog off-leash areas.
