Overview

This guideline outlines the process for the delivery of Electrical and Control System (ECS) works for Water and Wastewater Assets by developers. This arrangement allows proponents to construct Electrical and Control Systems on behalf of Council, ensuring compliance with all applicable standards and requirements.

ECS requirements for water and wastewater assets are defined by:

  • The Toowoomba Regional Council Planning Scheme
  • general electrical specifications
  • site type specifications
  • standard Remote Terminal Unit (RTU) code
  • standard SCADA templates
  • pre-approved control system integrators.

Purpose

The purpose of this guideline is to:

  • ensure ECS works align with Council's planning scheme, technical specifications, and standardised control and SCADA frameworks
  • promote consistency, reliability, and maintainability across Council's infrastructure
  • ensure the use of approved control system integrators and standardised templates and codes.

Benefits

This guideline will:

  • provide clear and consistent requirements for compliant ECS design and delivery
  • reduce rework, delays, and associated costs for developers and Council
  • ensure only approved vendors interact with Council's industrial control system
  • protect system integrity and operational reliability.
