We're constructing a library, customer service centre and community meeting facility in the Highfields Cultural Precinct. The project also includes upgrading the road network and car parking infrastructure in the vicinity.
The new facility will replace the existing temporary library which supports around 52,600 visitors each year.
The new library will be a modern, purpose-built facility to meet the current and future needs of the Highfields community. It will provide an outdoor area for children’s activities, dedicated reading spaces including outdoor reading areas facing the Charles and Motee Rogers Bushland Reserve, computer facilities and free Wi-Fi access.
The location will offer safe pedestrian connections between community facilities in the precinct including the Highfields Cultural Centre and Highfields Fitness and Recreation Centre. Please find a map of the location on page two.
Construction is expected to commence from early 2020 and the new facility is expected to open in 2021.
Overview of the new facility
Built into the ground to take advantage of site topography.
Predominately single level with a mezzanine level.
Library and customer service centre will be located on the lower level for convenient access to Council services.
Community rooms will be located on the mezzanine level.
All external entrances will be accessible at grade level without the need for stairs.
An internal ramp will provide access between the lower level and the mezzanine level. The mezzanine will be accessible after hours.
A civic space will be established between the library and the Charles and Motee Rogers Bushland Reserve for outdoor reading, library programs and community events.
Vote on the exterior facadefor the new Highfields library and community facility
Thank you to everyone who voted on the exterior façade for the new library and community facility during October and November 2019.
I’m excited to announce that we received 490 votes. Option 2 was the clear winner with 391 (80%) of the total votes and will be the design for the new building.
This façade features a floating roof and an extended awning facing the Charles and Motee Rogers Reserve. The awning provides a high degree of weather protection and a transition between the natural and built environments.
Public Art Reference Group
We're establishing a Public Art Reference Group (PARG) to guide the development and implementation of public art for the new facility. The PARG will be comprised of up to ten representatives from arts and cultural organisations, the local Highfields community and Council.
