Toowoomba Railway Parklands Priority Development Area Development Scheme Amendment No. 1

The Toowoomba Railway Parklands Priority Development Area (PDA) was declared on 12 December 2014. The PDA is situated north of Toowoomba's Central Business District, within the city centre frame. It is focused around the central parkland on an operational railyard site and Gowrie Creek. The area is surrounded by a mixture of commercial, industrial, retail and residential land uses. It also incorporates many places of state and local heritage significance that are representative of the historical composition of land uses within the locality. The PDA covers an area of approximately 50 hectares.

The Toowoomba Railway Parklands PDA Development Scheme (the development scheme) is the statutory document regulating development within the PDA. Council is proposing to amend to the development scheme and the amendment will be publicly notified from 8 November to 29 November 2019. The purpose of the amendment is to modify the relevant parts of the scheme to:

  • align terminology within the development scheme with the Economic Development Act 2012
  • alter the level of assessment for particular land uses
  • include minor formatting and grammatical changes.
