We can confirm the works on Highfields Road (installation of the conduit) will be opened by late afternoon, on Friday 19 July 2024.

The changes for the intersection of Kratzke Road and Highgrove Drive will be in place from morning of Tuesday 23 July 2024 – ahead of school traffic activities.

Kuhls Road

Kulhs Road will be opened by the morning of Wednesday 24 July 2024. There are still works to be finished so this will be under the following arrangements until the end of July:

  • Day: both directions Stop/ Slow traffic control.
  • Out of work hours: both directions - no traffic control.

Important Translink information – 950 Service

Due to this cross over of traffic changes, we are working with Translink to provide access on Kulhs Road for the 950 service for Tuesday.

General motorists will need to seek an alternative route for Tuesday.

  • Tuesday 23 July
    • Southbound (Crows Nest to Toowoomba) – Service will run on Kulhs Road.
    • Northbound (Toowoomba to Crows Nest) – Service will run on Kratzke Road.
  • From Wednesday morning – the service will resume back to its original route for both service directions, on Kulhs Road.

Upcoming Kratzke Road and Highgrove Drive changes

We advise the works on Highfields Road, as advised last week are ongoing. We need the sub soil to dry sufficiently in order to continue and complete these works after the extended wet weather period.

Current conditions on Highfields Road to extend until 19 July 2024 (weather permitting).

  • Access to Mary Mackillop School driveway will be via Lauder Drive end of worksite – please use signed detours.
  • The road closure at intersection of Highgrove Road and Highfields Road will remain in place.
  • All through traffic will be detoured via Polzin Road and Balmoral Drive.
  • Only traffic using the parking along Highfields Road will be provided access past this closure point.

    Please note that after this work, and Highfields Road is open, we will have changed conditions at the intersection of Highgrove Drive and Kratzke Road. See the details below.

    Kratzke Road / Highgrove Drive intersection

    From Monday 22 July (approximately 2 weeks – weather permitting), works are required to connect the new watermain installed along Kratzke Road. This will be located at the intersection with Highgrove Drive. This will occur after Highfields Road has been reopened.

    Pedestrian access at the intersection of Kratzke Road and Highgrove Drive will be maintained.

    Please see map below with the following traffic arrangements:

  • Highgrove Drive - Temporary closure at intersection with Kratzke Road, after driveway for GemLife. All other movements via Highfields Road.
  • There will be no access from Highgrove Drive on to Kratzke Road.

    Access for GemLife will be maintained, please follow signage.

  • Kratzke Road (Between Fairview Road and Glen Crescent) - One way traffic flow on Kratzke Road (towards Highfields Road only).
    • Left turn into Highgrove Drive only.
  • Kratzke Road (Between Cawdor Drive and Fairview Crescent) - Two-way traffic arrangements.
  • Kratzke Road (Between Mary Mackillop Driveway and Highfields Road) - Two-way traffic arrangements
  • Similar connection work will be required along O’Brien Road following these works. It is expected traffic will be generally maintained with a reduced speed limit or hold and release conditions. Further advice will be provided ahead of these works.

    Kuhls Road works

    Works are planned to be completed and opened by end of July (weather permitting).

    Flood Recovery Works

    The flood recovery team have relocated from Woolmer Road (re-opened on 10 July 2024), to Cawdor Drive for culvert works near Franke Road. There will be a road closure at this location up to September 2024.

    We have had rain impacts to our works, especially for works required on Highfields Road, which had been scheduled during the school holidays to minimize traffic impacts. Please be aware the following conditions expected for next week as school returns.

    Traffic for Mary Mackillop School driveway

    These arrangements are expected to be in place up to 12 July (weather permitting).

    • Access to Mary Mackillop School driveway will be via Lauder Drive end of worksite only – please use signed detours.
    • The road closure at intersection of Highgrove Road and Highfields Road will remain in place.
    • All through traffic will be detoured via Polzin Road and Balmoral Drive.
    • Only traffic using the parking along Highfields Road will be provided access past this closure point.
      • We will maintain this parking if it is safe to do so. If there are any driver behaviour concerns that endanger our workers or school students, this will be reconsidered.

    Rogers Drive intersection closure

    • During these works there will be no access to Highfields Road from Rogers Drive.
    • Residents from Rogers Drive will need to access via Balmoral Drive.

    Kratzke Road

    These arrangements are expected to be in place up to 19 July 2024 (weather permitting).

    • The one-way traffic flow will continue on Kratzke Road to facilitate the continued installation of the truck watermain between Highfields Road and Highgrove Drive.
    • Traffic flow direction will be open for those traveling from Cawdor Road towards Highfields Road.
    • There is no access to Kratzke Road from Highfields Road. Please use the signed detour route.
    • On-street parking within the work extents on Kratzke Road will be removed temporarily for these works.

    Interconnection work for the newly installed water main will be required at the intersection of Highgrove Drive and Kratzke Road. This will commence following completion of the above works.

    During this stage, there will be no access to Kratzke Rd from Highgrove Drive. Access from Kratzke Rd into Highgrove will be maintained.

    This last stage of water main works will not commence until we have majority of the conduit works completed on Highfields Road. Other traffic details will be advised ahead of the works.



    Other works updates:

    Flood Recovery Works

    The Flood Recovery team are nearing completion of works on Woolmer Road, with final inspections and testing underway.

    When this site is completed and fully reopened, the team will relocate carry out culvert repairs to Cawdor Drive, near Franke Road. This work will require a road closure. This closure will only take place when Woolmer Road has been reopened to traffic.

    Kuhls Road works

    Works are planned to be completed and opened by end of July (weather permitting).

    Highfields Intersections - School Holiday works

    Please see the following traffic changes for the Highfields, Kratzke and O’Brien Road (HKO) intersections works which will take place from 24 June 2024.

    This week works required the closure of Highfields Road, between Kratzke Road and the detour roundabout, near the Community Hub Church.

    We thank the community for their understanding with this adaptation to the worksite which was required quickly. This has helped keep the overall works progressing.

    School holiday works

    • During the upcoming school holidays, we will be carrying out works that impact the Mary Mackillop Catholic College driveway, on Highfields Road. These works have been scheduled and planned to reduce overall impact to school traffic.
    • In the second week of these works, there will be a closure at the intersection of Highfields Road and Rogers Drive.
    • Changed access to the college campus will be maintained for the school holiday programs. Please see the details below.

    Week 1 of holidays – 24 June to 1 July

    • Highfields Road, between Rogers Drive and Lauder Drive will be closed to through traffic.
    • Access to the College driveway only will be via Rogers Drive end of worksite.
    • All through traffic will be detoured via Polzin Road / Rogers Drive and Balmoral Drive.

    Rogers Drive access

    • During these works there will be left-hand in and right-hand out only access to Rogers Drive from Highfields Road if travelling to or from Meringandan.


    Week 2 – 1 July to 11 July

    • A closure will be in place at the intersection of Rogers Drive and Highfields Road.
    • Access to College driveway only will be via Lauder Drive end of worksite.

    Rogers Drive intersection closure

    • During these works there will be no access to Highfields Road from Rogers Drive.
    • All through traffic will be detoured via Polzin Road and Balmoral Drive.
    • Residents from Rogers Drive will need to access via Balmoral Drive.


    Kratzke Road (up to three weeks of works remaining)

    • The one-way traffic flow will continue on Kratzke Road to facilitate the continued installation of the truck watermain between Highfields Road and Highgrove Drive.
    • Traffic flow direction will be open for those traveling from Cawdor Road towards Highfields Road.

    Highfields Intersections - Kratzke Road changes

    Please see the following traffic changes for the Highfields, Kratzke and O’Brien Road (HKO) intersections works which will take place from 11 June 2024.

    Highfields Road

    • Works are still being undertaken on Highfields Road between United Service Station and Lauder Drive.
    • This section of the road remains closed.

    Kratzke Road (up to five weeks of work)

    • There will be a one-way traffic flow required on Kratzke Road to facilitate the continued installation of the truck watermain towards Highgrove Drive.
    • This will be on the ‘eastern lane’ of Kratzke Road, between Highfields Road and Highgrove Drive.
    • Traffic flow direction will be open for those traveling from Cawdor Road towards Highfields Road.
    • You will not be able to access Kratzke Road from Highfields Road. Please use the signed detour route.
    • On-street parking within the work extents on Kratzke Road will be removed temporarily for these works.
    • Traffic controllers will be on site to assist with access for resident driveways and Glen Crescent.
    • Work at the intersection of Highgrove Drive and Kratzke Road will be required following these works. More details will be provided ahead of time.

    O’Brien Road

    Access to O’Brien Road from Highfields Road will become available from 11 June 2024.

    Aldi pedestrian access and United Service Station access

    • We are nearing the end if works at the driveway access for United Service Station and the pedestrian ramp to Aldi. These accesses will be reinstated from the week of 11 June.
    • The Aldi pedestrian ramp will be accessible from the Kratzke Road direction only.
    • Access to the United Service Station via Highfields Road will be opened, with exit on Highfields right turn only.
    • Vehicle access to Aldi, Kids Club Childcare, Queensland X-Ray and Gentle Dental is via Lauder Drive roundabout.
    • Highfields Road footpath changes (up to two weeks of work)
    • The footpath on Highfields Road nearest the Tavern is being removed to access services under ground. A temporary footpath will be reinstated after these works.
    • In the meantime, pedestrian access to Lauder Drive will be along O’Brien Road. Crews will be conducting maintenance on the gravel path to ensure it’s suitable for use during this time.

    The following temporary traffic conditions will be in place from 20 May for the next five weeks, weather and construction conditions permitting.

    Highfields Road changes

    • Excavation works on Highfields Road will recommence.
    • There will be a worksite between the intersection of Kratzke Road and Lauder Drive.
    • United Service Station access – The business’ Highfields Road driveway will be closed during this time. Access will be from Kratzke Road. Please refer to ‘Kratzke Road movements’ below for further information.
    • Access will be maintained to Mary MacKillop Catholic School and Highfields Road and Lauder Drive businesses via the Rogers Drive or Highgrove Road detours. All through traffic will be detoured around the worksite.
    • There will be works required to cross business driveways between Lauder Drive and Rogers Drive intersections. These works will be scheduled at a later date. All efforts will be taken to minimise impacts to traffic and property access. Additional notifications and discussions with impacted properties occur ahead of these works.

    Kratzke Road movements

    • The eastern side of Kratzke Road intersection will be reopened.
    • Movements to or from the New England Highway will be available.
    • Movements toward Meringandan will not be available due to excavations restarting on Highfields Road.

    O’Brien Road

    O’Brien Road, between the Highfields Library roundabout and Polzin Road, will return to two-way traffic.



    Saturday works

    On Saturday 18 May 2024 (weather permitting), water main works will be undertaken within the current road closure area on Highfields Road. These will occur between the typical work hours of 6am to 6pm.


    2022 Flood Recovery works update - Woolmer Road

    The Woolmer Road Culvert works, being completed by Georgiou Group under the 2022 Flood Recovery Program, are progressing well. Approximately 75% of the backfill work for the culvert replacement is now completed.

    The image below from March, before the backfill work commenced, shows the scale of the works being undertaken.

    We appreciate the community’s patience as we move forward with associated stone pitching, additional roadworks and pavement sealing works, aiming to reopen the road by mid-June 2024 (weather and construction conditions permitting).

    Highfields Intersections - traffic conditions - O'Brien Road changes

    The following are traffic conditions expected up to 17 May 2024.

    O'Brien Road changes

    Excavation works to connect the newly installed water main on O'Brien Road, between the Highfields Fire Station and Polzin Road, will start next week.

    • From Monday 22 April to four weeks, weather permitting the following temporary traffic arrangements will be in place:
    • One-way traffic on O'Brien Road between the roundabout at the Highfields Library and Polzin Road. Traffic will be able to travel towards Reis Road only. Please note: both lanes of traffic in this section will be open on ANZAC Day only.
    • Following ANZAC Day, O'Brien Road will be closed from Highfields Road to the Highfields Tavern driveway.
    • A temporary "No left turn" from Clarke Road to O'Brien Road.
    • Detours via Polzin and Rogers roads.


    These temporary arrangements will be in conjunction with the following additional traffic changes for this project:

    Kratzke Road ongoing works

    • Kratzke Road (from Highfields Road to United Service Station driveway) - closed
    • Highfields Road (from roundabout at Community Hub to Kratzke Road) - closed
    • Temporary sidetrack detour - open

    Highfields Intersections - traffic conditions from 10 April 2024

    The consistent rain late last week impacted the progress of maintenance for the temporary detour sidetrack. We opened the sidetrack on Monday (8 April 2024) to help with arranging work sites, however, we do need to complete this maintenance.

    As of Wednesday morning (10 April 2024), Highfields Road will be reopened to allow this maintenance to be undertaken.

    Additionally, road closures will be in place for:

    • Kratzke Road (from Highfields Road to the United Service Station Driveway)
    • O'Brien Road (from Tavern Bottle shop driveway to the roundabout at the Highfields Library). Access on O’Brien Road between the Highfields Tavern driveway and Highfields Road will be available.

    All other traffic will need to use the existing detours of Highgrove Road or Rogers Drive to connect with Highfields Road.

    The sidetrack is expected to reopen in the week of 15 April 2024 (weather permitting).

    Following these repair works, the sidetrack will be back in operation to allow planned excavations on Highfields Road and O’Brien Road to continue. Additional advice on this traffic staging will be provided.

    CHANGE OF EASTER TRAFFIC MANAGEMENT DUE TO ONGOING WET WEATHER

    Due to the expected ongoing wet weather, the project team have revisited the planned temporary traffic changes for the Easter period for the Highfields Intersection works.

    Please note the following new arrangements:

    • Highfields Road – temporarily re-opened between the Uniting Church Hub (new temporary roundabout) and Lauder Drive
    • Temporary side track – temporarily closed during this time. The team will take the opportunity to undertake some maintenance activities.

    This is in addition to the previously advised changes:

    • O’Brien Road – temporarily re-opened between Highfields Road and the Highfields Library
    • Kratzke Road – will remain closed – access to Kratzke Road will continue to be via Cawdor Road or Highgrove Road

    Weather permitting, the project team will resume works at the intersection of Highfields and O’Brien Road from 3 April 2024. The road closures for these works will be reinstated at this time.

    *Update: 2 April 2024- Due to the potential of heavy rain in the coming days, the above traffic arrangement will remain in place until 8 April 2024.

    Highfields Intersections - Easter period traffic advice

    Easter Holiday period site management

    The project team advises the Highfields intersection works site will be closed over the Easter period.

    During this time, access for O’Brien Road – between the roundabout near the Library and Highfields Road - will be re-opened temporarily.

    Current closures on Highfields Road and Kratzke Road will remain in place. The O’Brien Road closure will be re-instated from Tuesday 2 April from 6am. When the closure is re-instated, the left turn only from the Highfields Tavern bottle shop onto O’Brien Road will be provided.

    The site will be checked periodically and traffic control and signage will be in place over the Easter period.

    We remind motorists to plan ahead for their journeys, especially during peak travel times.

    Other project updates

    Kuhls Road

    From 8 April, the Kuhls Road rehabilitation project will move to stage three, constructing Kuhls Road from Peacehaven Botanic Park to Cawdor Road.

    Kuhls Road, from the entrance to Peacehaven Botanic Park to Cawdor Road, will be closed to general traffic until late July 2024, weather permitting.

    During this time there will be no access to Kuhls Road from Cawdor Road. All access to Kuhls Road, including to Peacehaven Botanic Park, will be via Highfields Road.

    Residents in the immediate area will receive letters explaining local access arrangements.

    Woolmer Road culvert

    Works are progressing with the Woolmer Road culvert replacement project, under the Flood Recovery Program. These works have required significant excavations to reach the water flow path and to reinstate the culvert foundations.

    Calendar lookahead - ANZAC Day

    The project team is working to minimise disruption during the ANZAC day march and service.

    Additional Temporary traffic control measures will be in place on the day for the march, and residents are encouraged to consider their travel plans and look at carpooling or using active transport where practical to assist with parking limitations around this growing community event.

    Highfields Road Closure

    From 12 March 2024 (weather permitting) the closure of intersection of Kratzke Road, O’Brien Road and Highfields Road is scheduled to occur. This intersection closure is expected to be in place for approximately four weeks.

    During these works, traffic will be moved on to the temporary access road between Highfields Road and O’Brien Road or the Highgrove Road detour. Local access along Kratzke Road to the Mary Mackillop School driveway, the United Service Station and businesses in this property will be maintained (via the Highgrove Road detour).     Stage 2 - Closure for Kratzke Road, O'Brien Road and Highfields Road

    Works moving west on Highfields Road

    When we are clear of the Kratzke and Highfields roads intersection, we intend to open it for access to and from the New England Highway only. Highfields Road to the west (away from the highway) will continue to be closed in consecutive stages. These works are expected to take approximately 10 weeks to complete. See detour map link below.

    Stage 3 - Closure for Highfields Road (heading west)

    Following our project, there will be electrical works by Energy Qld. We are continuing to liaise with them to confirm timeframes and their planned traffic arrangement.

    These works are to allow for overhead power lines to be removed and placed underground and for a new trunk water main to be installed for the Highfields community.

    Below are the first two stages of traffic changes for the service relocations as part of the Highfields, Kratzke and O’Brien roads intersections project.

    Works are expected to start in Kratzke Road in early March and then progress to Highfields Road.

    Stage 1 - Closure for Kratzke Road

    Stage 2 - Closure for Kratzke Road, O'Brien Road and Highfields Road

    When we close Kratzke Road intersection, traffic will be moved on to the temporary access road between Highfields Road and O’Brien Road. This road is currently under construction.

    These two stages are expected to take up to one month to complete. We will give advice ahead of Highfields Road being closed and traffic being moved on to the temporary access road.

    Additional information on the next stage of traffic conditions will be provided as works progress.

    Highfields/ Kratzke/ O'Brien roads intersections - Service relocations (early 2024)

    Update #2 – February 2024

    From early February 2024, Council will commence works to relocate major services as part of early works for the Central Highfields Intersections project. These works will continue into the second half of 2024.

    Council advises during this time there will be temporary staged road closures at the intersections of:

    • Highfields Road and Kratzke Road
    • Highfields Road and O’Brien Road

    A temporary connection road will be constructed on the northern side of Highfields Road to maintain local connections. This will be used in conjunction with temporary detours using two options:

    • Highgrove Drive
    • Polzin Road

    As part of these works it is expected there will be short term changes to traffic conditions at the intersections of Highfields Road and Lauder Drive, and Highfields Road and Rogers Drive, such as temporary lane closures and detours. More details will be provided ahead of these possible changes.

    Access to businesses and residential properties, Highfields Cultural Centre, Aquatic Centre, and Library/ Customer Service Centre will be maintained via O’Brien Road, Balmoral Road and Rogers Drive.


    Other road works in the Highfields area

    Council advises there are multiple road construction projects planned and currently under way in Highfields. These works noted below are vital to the Region and due to funding requirements must be completed by the end of this financial year. We are unable to avoid the timing overlaps.

    From early February 2024, Council will resume works to relocate major services as part of early works for the Central Highfields Intersections project. These works will continue until the second half of 2024.

    Timing and traffic management for these works is being finalised and will be advised in early 2024. Council will provide additional detailed notice for those impacted by these works.

    Access to businesses and residential properties will be always maintained.

    Please refer to the map below to assist with the following information.

    Stage 1

    • Watermain works (blue line) - Kratzke Road, between Highgrove Road and Clarke Road.
    • High voltage (33kV – red line) and low voltage (yellow line) conduit works – along Highfields Road, from east of Kratzke Road to west of Rogers Drive.

    Details

    • In early 2024, Council will be starting works to install a trunk water main along Kratzke Road, crossing Highfields Road and continuing towards O’Brien and Clarke Roads.
    • Deep excavations will be required, which will need road closures and signed detours.

    Stage 2

    • High voltage (33kV – red line) and low voltage (yellow line) conduit works – along Highfields Road, from east of Kratzke Road to west of Rogers Drive.

    • While the water main installation continues, we will be working with Ergon Energy to remove high voltage overhead power lines and place them underground. These works will be along Highfields Road itself and along the southern verge.
    • The high and low voltage works are two separate excavations, will require deep trenching and need road closures and signed detours.
